2007 Energy Bill without solar incentives? [RE-wrenches]

Received an email stating that the Executive Director of CALSEIA stated 
that the federal Energy Bill may go through WITHOUT solar incentives. 
Any truth to that fact? Is it time to put out alerts to all interested 
parties or have we cried wolf too many time now?
