Geoff,
There are references in the NEC but they are vague.  It says there can't be 
"too much imbalance".  You are always better off trying to create three 
phases to feed into a three phase panel, but your assumption that there can 
be some imbalance is correct.  In the traditional electrical world, 
electricians "balance" a panel for output loads with varying degrees of 
success.
