208 3 phase net meter w CT's [RE-wrenches]

I'm having problems with our local utility with a 208V 3 phase, net 
meter.  TVA has a "generation meter" to measure the PV which has to be 
on the load side of the main meter. The local utility changed their main 
meter out to a digital net meter so it would be bi-directional.  This 
main meter is connected to CT's above it at the 600 amp overhead riser.

Problem is the meter is recording way,way low.  They have "programmed" 
it twice and seem to be baffled.  Anybody else had this experience with 
wiring a 208 3 phase net meter into CT's?  The PV Generation Meter is 
working fine. (Customer gets 15 to 20 cents credit on the PV generation 
meter).
