PSR used as raceway/enclosure [RE-wrenches]

My inspector is calling me because I used the upper section of my PSR 
battery cabinet to run my PV source circuit, battery circuit, and my ac 
circuits.  I believe that the wires are permitted in the same 
UL1741-2000 listed enclosure  if the wire insulation ratings are equal 
to or greater thanthe maximum circuit voltage applied to any conductor 
within the enclosure (NEC 300-3).  there is an exception (NEC 690-4 (b)) 
for PV input and output circuits, but still allowed if seperated with a 
partition or are connected together.  Does wire ties meet this 
requirement?.  I will need to make a second penetration into a stucco 
strawbale wall to make the inspector happy...seems rather extreme.  Any 
experience with this situation out there?  Thanks!
