Hartel HEH10 problem [RE-wrenches]

I could use some feedback on a problem I'm having with an Hartel pump, I'm using it as I frequently do on a Solar space heating systems primary loop. Its running PV direct off of a 30 watt panel but the problem is clearly with the pump. When it stops it cannot start again unless I give the impeller a push, it then starts and runs fine until it stops again due to a cloud or night fall. It will not restart itself. Upon testing the voltage at the pump in full sun with the pump connected I read open circuit volts of the PV panel, there is something internal to this pump motor that is malfunctioning has anyone else experienced this?
