I have also found these security fasteners at McMaster-Carr
http://www.mcmaster.com/. Tamper Resistant machine screws with Pin-in-Torx
Head (stainless) & breakaway nuts in aluminum.

Great advice and good technique, but I think Kurt was looking more for an
anti goddam thief device.
I use a BIG pop rivet tool and 1/4" steel or SS rivets. You can drill out
the steel jobs, but the stainless ones take a grinder. Unlikely a thief,
being basically lazy, would have it together or go through the trouble.
Probably end up to be more expensive than your Fastenal solution, but fast
and pretty bomb proof.
