I agree.

It is normal business practice for owners and end users (not just PV) to
hire consultants (some people on this list) to review their designs and
inspect and test their equipment/systems.

I think that a person who is installing their first PV system, whether for
themself or for someone else, is wise to hire an experienced consultant.

I wonder if you guys might not be going overboard a little bit here.

Let see, the home owner paid a licensed, NABCEP Certified contractor to 
review the work, and the AHJ signed-off on the work. Doesn't sound like 
they are trying to cover anything up here.

What is the difference if the work was done by a NABCEP certified 
contractor who hires in-experienced labor for cheap to make an extra 
buck and overlooks deficiencies to stay on schedule?

Perhaps the homeowner in this case had very good electrical skills and 
did very high quality work, but happened not to have a license?

Why should this person be denied the right to do the work himself?
