Yes it is from the code. The code is the result of
safety issues.  When an accident happens (life,
health, property damage) and the insurance industry
has to pick up the tab, the question arises "is there
a way this loss could have been prevented?". The
answer is construction standards, "the Code". 
Electrical fires happen, people die, and are injured
when the code is violated.  Fires have occurred with
PV systems.  

Multiple fusing allows the code to be met and wire
size to be kept to a minimum, saving cost.  The Code
is sometimes difficult to interpret, but doing "what
works" can be deadly.
