They probably can, but you might need a higher voltage kick start to get the electrolyte up high enough to where it will conduct again. In the past we have managed to recover SOME (not all) such situations by putting an overcharge on them, around 2.5 VPC until they start bubbling.

What often happens in such banks with series batteries is that you will have one or two that is 100% dead, and you might have to kick start it with, maybe with a direct PV to battery connection for a short while.

Under NO circumstances should you put new acid in them. I am guessing that the SG of the electrolyte right now is around 1.1 to 1.15, which is far below what most hydrometers will measure.

However, obviously, if some cells got damaged,he might be out of luck.
