Yes! I was involved with a project which tried this in the US virgin 
islands / caribbean using the water from the rain storage cisterns.  It 
worked pretty well (except the water was in the 60 to 70 degree 
temperature range). These systems used a large wall sized condensor with 
no air blowers (other than the ever present ceiling fans everyone runs 
24 hours a day). The systems would produce many gallons of water per 
day.   

All that is required is that the surface of the water coil be below the 
dew point for condensation to occur providing de-humidification.   

I think it would be worth the power consumed by a small circulating 
pump.
