Sure -- they work great out here (Reno, NV and Silver City, NM.) Others have pointed out the limitations WRT water use, water quality, etc. I'll add that the rigid media used by many commercial coolers (and in the Solar Chill units) is a big improvement over the old 'hogshair' pads we used to have.
Adobe Air makes a line of AC-powered fan-driven (ductless) coolers that are quite a bit more efficient than the typical squirrel-cage blowers <http://www.adobeair.com/info-products-mastercool-industrialfan.html> Pretty sure these (or something just like them) used at Costco and Home Depot warehouses in the Southwest.
They also make some two-stage units that are supposed to mitigate the outlet air humidity issues.
