RE Folks,
The answer to subject heading is NO in PG&E land, if under 10KW

I was  inquiring just an hour ago with a PG&E ENET rep about a customer who
is ready to fill out the grid interconnection application and does not
maintain insurance on his small property as he owns it outright and is not
into subsidising the insurance company.
I was informed, much to my surprise that all PG&E needed was a written
statement of that fact and why it is so.
I wish I had that in writing!

I clearly repeated my questions, and she clearly replied that insurance was
not a requirement to interconnect IF under 10KW.

Of course it still has to be permited, built to code and inspected.
The customer is breathing easier.
