I see lots of messages making the assumption that all time lows happen at
night. I don't think anyone can make that judgement. The worst case is an
ice cold night where a cold front is moving through, with a cloudy morning
preventing the inverter from starting at sunrise time. Suddenly the sun
breaks out from behind a bank of clouds and you get cloud edge enhancement
on top of coldest temperatures. I think you can make a case were just using
coldest recorded temperature and STC starting values for Voc are not the
highest voltage the inverter and wiring will see. 

So my recommendation is to keep your head down and use the lowest recorded
temperature. If successful, the 2008 code will have a very detailed chart
that will give many more temperature ranges to accommodate a greater variety
of climates.

www.weather.com only lists record high and low temperatures. NEC 690.7(A)
specifies the lowest expected ambient temperature which implies sunlight on
the array to cause voltage. Except in rare situations record low temperature
occurs at night or before sunrise when no voltage is present.

Does anyone know a source for the lowest expected ambient temperature when
sunlight will be on the solar array?

Thanks for the link.  I've been in the same situation as Tump and never got 
the answer that I believe he is now looking for.  For PV design, average 
low temperatures are not really the data required.  We need record 
lows.  The chart legend shows record lows but no values are displayed on 
the chart.  Got any suggestions?
