I haven't taken the cover off the panel yet, but I would expect the bus 
bars to be AFTER the main breaker.  On a main lug panel I can see it, 
but this has a main breaker.  So if you tap the bus and go to a 
disconnect then the rating of the disconnect has to be added to the main 
and you are right back where you were.  By the way I need to tap for 35 
amps, 2 pole.

Checking with the panel engineers for a higher bus rating is a thought.  
Unfortuately it is GE, the most unresponsive of the 4 major 
manufacturers in my experience, but I'll give em a try.

J Wiles mentioned main breakers with double rated lugs, so I can talk to 
them about that as well.

I still think this requirement is onerous and hasn't been thought out 
well, but that's not the topic of this post.  It seems like if the PV 
was at the opposite end of the bus from the incoming power, with the 
loads in the middle, the bus could never carry 835 amps.
