I personally prefer taps ahead of the main. However, please know that many jurisdictions will require ONLY manufacturer authorized taps, which many manufacturers do not have as an option on smaller services. OR, the building department/utility will allow an independent UL testing company to inspect/test the taps and overall installation, thereby
Providing a UL stamp. This can cost as little as $5OO or more depending on the size and age of the service. This applies to both resy and commercial systems.

Hey Wrenches, why do you have so much resistance to line taps placed between the meter and main breaker? This is so easy and cheap and takes very little time, although I don't care for them, there are even self-piercing taps that you don't even need to break any connections for or have a service disconnect to install.
Personally, I would never down size a main breaker (and thus my customers service size) to get around the simple fix above.
