Utility requiring stamped one-line? [RE-wrenches]

Good Day All,

I'm being asked by the utility on a small commercial job to provide a 
engineer's stamped one-line.

I can see how this request is valid on the AC side of a 1741 inverter 
for point of connection issues.  However for them to cause me expense 
and hassle past the 1741 inverter seems to me to be outside of their 
jurisdiction.  I suspect they are new at this and I don't want to 
comply with a request that will set a bad precedent for future solar 
installs with them.

Suggestions on how to proceed?
