The Code allows the tap to be placed on the line side (meter side) of
the main disconnect.
Generally this is between the meter and the main breaker in the panel.
You can't put it below the main disconnect (load side) unless you
follow the 120% rule or downsize the main breaker.
To avoid the 120% rule you would tap in a second set of wires (sized
for the PV system) between the main breaker and the meter then run them
to a fused disconnect located close to the meter panel.
 
Yes, meter main panels sometimes have bus bars.
I have heard about some taps designed to clamp directly onto the bus
bars but have yet to find a part number or manufacturer.
Any suggestions out there ?

So are you guys talking about putting a second set of wires on the load

side of the meter socket or taping the wires in the "meter main combo"

between the meter and main circuit breaker? Sometimes these are bus 
bars and not cables which would make connections difficult.
