6 volts from 24 [RE-wrenches]

Anyone have a suggestion for this one? (this is a science research vessel)

I have a project where a client has a pair of 12 V marine batts in series
powering a trolling motor.  They want to pull about 6 volts out for a
downrigger (nameplate 6 amps) to "slow it down".  They may wish to play with
the voltage to optimize.  Solar converters does not list a good solution -
what would be the downside of just a rheostat or something?  Other
suggestions?
