Just one more reply that falls under KISS. 
Cattle ranchers in very cold climates use a passive method to keep large 
metal water troughs from freezing solid. Using a large auger or backhoe, 
dig 20 feet or so straight down and place the trough on top of the hole. 
Then berm the tanks sides with the extra dirt.
The temperature of the ground is warm enough at that depth that the 
water will skim over with ice but the bulk of the water will not freeze. 

It may be possible to adapt this method to your battery containment to 
take advantage of that constant supply of rising heat from the Earth.
