I agree with David - his generator has a problem. It might be something
as simple as a loose connection internal to the generator or a bad
voltage regulator. You might have him plug in a light bulb or heater or
something to see what the AC output voltage does.
It seems very odd that the voltage falls when the plug is connected -
there is a delay in the OutBack inverter before it connects and charges
- is the voltage falling prior to the inverter actually connecting? If
so - that would suggest a more serious generator problem such as a
potentially hazardous miswiring or ground fault perhaps.
