Last Spring I had to do a job where I was affixing mounts to an all 
metal building with metal purlins. I ended up using 1/4" SS pop rivets 
that had about 5/8" of grip length and a sheer strength of 2500 lbs. 
Working great so far.
I haven't tried it yet, but I'm thinking that they would be killer for 
tamper-proof PV mounting. Once installed, it would take a grinder to 
get them off. The downside is the cost of the rivet tool (about 
$95.00), and the need to have about 18" of clearance to use it. No 
problem with a top of pole mount or an adjustable roof/ground mount, 
but it may not work in all appplications. The rivets themselves were 
about $0.85 each in boxes of 100. Cheaper than most security hardware 
I've seen. Probably not the thing for a one-off job, but if you see 
this need reoccurring down the road, might be a good investment.
