And,... I believe the PSPV was tested and listed to be NEMA 3R in an
angled install as low as 3/12. (Made to mount flush on the roof.)

So put the fuses up top to satisfy whoever thinks that's where they are
needed, and the real disconnect down at the inverter. This works so long
as roof access is fairly easy to check for blown fuses occasionally.
