Jay,

There was an article in Renewable Energy World (out of London, UK) in their
Nov-Dec 2002 issue discussing such a shortage.  If I remember right, up
until 2003 or 2004 almost all PV modules were made from off-spec or scrap
silicon from the semiconductor industry.  But PV demand was going to
outstrip this supply source around now, causing the need for new suppliers
of silicon producing material specific for the PV industry.  This would also
be a more expensive source.
