Bill,
Bad choice of words on my part. Bill B. has is correctly as 
irradiance. By insolation, I meant that the ETO inspector checks to 
see that your sun chart and shading measurements are correct.
It's a good program, all considered. I suspect that if CA would adopt 
a similar one, it would weed out the flakes PDQ. A good thing of all 
of us real Wrenches.
