The correct term you are looking for is irradiance--that is the
instantaneous solar power. I know that one of the Oregon inspectors uses a
handheld Licor pyranometer. This is nice but pricey with the digital
interface (about $600). A much cheaper, but not as good sensor is the
Daystar Solar Meter for about $135. The check is done in the plane of the
array. This is complicated with multiple array planes, but a separate
measurement needs to be made for each plane.
Insolation and irradiation are synonymous terms for solar energy.
Irradiation is the term the international community is using instead of
insolation, although I personally like insolation better.

The Energy Trust of Oregon (ETO) distributes the public benefits
funds. They have a number of inspectors across the state who are
experienced and trained in PV. In addition to rechecking the Code
aspects of the installation (and catching stuff that the county
inspector misses), they do insolation, irradiation, temperature,
