We've also seen some decrease in sales. It's not a big change
from last year but no growth is bad news. We find that financial
return is always a central concern for our primary customers
4+ kWac, grid tie in rebate areas. We are positioned for more
sales, but our closure level on prospective customers is down.
The major negative factors are a decrease in rebate levels, the
general increases in solar module pricing, lower product
availability, and lower high-tier utility prices (vs two years ago).
On the other hand, there are more inverter options now, some
at slightly better prices.

There is a precedent for increasing the solar rebate (with no
back-end consideration for earlier installs)... back 4 years
ago when the rebate went up from $3 to $4.5/watt. While it
is harder to sell systems at $2.8/watt now, I much prefer
rationing the limited available money at a level that supports
all the accepting customers---unless we get a serious
increase in solar funding. On the other hand, I was not so
happy with the results from the $6/wdc LADWP rebate.
