Hey Keith,

The below link is an excel file showing completed and approved 
systems for the program through October,2004.

It shows 15,521 line items (systems) totalling 63,727,969 Watts (64.7 MW).

A recent CALSEIA white paper says:

The CEC's residential PV program, the ERP, is heavily oversubscribed,
straining administrative and financial resources. The program has 
supported over
10,600 installations representing nearly 43 MW as of November 2004, and has a
large number of pending applications. Id. at page 43. However, the program has
been operating without a long-term funding source, and the CEC itself says that
"[w]ithout significant changes in program design or increased funding 
level, the
Energy Commission's current incentive program in the IOU service territories
cannot be sustained." Id.
Likewise, the CPUC SGIP has been successful, with approximately 21 MW
of commercial PV added to date. However, this program is also oversubscribed
and in desperate need of long-term funding stability.

So the discrepancy is the CALSEIA paper is installed only, the CEC 
chart is completed and approved as of October 04.  So if you add the 
21 MW of CPUC to the 64.7 MW of the CEC you have about 86 MW 
installed under the two programs.

84 Megawatts - At an average of 3 KW/household - that's about 28,000 
homes with a 3 KW system equivalent.

That's quite an accomplishment in a few short years!  Way to go folks!
