Answer to Question #1: Not exactly... (Depends on which set of numbers and
what cutoff dates and what you call a "system"...)
Answer to Question #2: Kinda sorta if you're into rounding off to the
nearest thousand or three.... Hey, it's close enough for Government work!

I've done some rather extensive analysis of the "official" published numbers
on an ongoing basis over the past year or so. There have been uncountable
discrepancies between periodically published updates to what is supposed to
be the same information. I'll leave my various exasperations and
four-letter descriptions related to all that out of this conversation...
Just suffice it to say for now that these are somebody else's numbers and
not mine!
Per the data up through June 20, 2004, the projects listed only as
"Photovoltaic" that had "Completed" dates associated with them totalled
9296. The CEC ERP program includes Wind and a couple of Fuel Cells so don't
just assume that the biggest number at the bottom of a spreadsheet is just
PV Systems.
Also, please note that this number does NOT include completed installations
in the 2nd half of 2004!!!!! Based on the thousands and thousands of
projects listed as "Reservation Approved" from the October 1 data, I expect
to see the number quite possibly above 12,000 through 2004.... Now if only
they would send out the checks a little quicker!
Another thing to keep in mind is that this data only represents the CEC ERP
program and does NOT include the CPUC / Self-Gen stuff.
Pray for Responsible Production Based Incentives if you're gonna pray for
any at all! The grass ain't always greener on this side of the pond!
