Wrenches working in the California market:

SB-1 is a obviously a very political bill that requires support from many
areas in order to pass. We need labor support and they are the ones who put
the C-10 provision in the bill. By the way, being a C-10 does not mean that
you are a NECA contractor and hire union labor. I am not supportive of the
provision, but I am a pragmatist and know that the bill could fail without
some labor provision.

My recommendation to the few people I have talked with who are working on
this bill is to stipulate that a C-10 is required for all projects greater
than 30 kW in size. This is currently the way most of the systems are going
in today, and those C-46 contractors that are doing these bigger jobs
absolutely should have their C-10 as well--as Bob-O will tell you--it ain't
that hard. The new electrician certification process is the biggest issue
with becoming a C-10, and that means being more educated about electrical
systems--sounds important to me if you are putting in a larger PV system.

By having the 30kW limit for C-46, it allows all the smaller shops to
continue their access to state funds. Another stipulation that could be
added to be fair is to say that all systems greater than 30kW must be done
by a firm that is both C-10 and C-46. This way you get the electrical
competitence and force the C-10 to study and pass the C-46. How could labor
argue with that?
