 >Steel tanks are better (though a little more expensive) than poly 
tanks in fire-prone areas and do not require a concrete pad; four inches 
of 1 1/4" rock works nicely, unless you're in a zone 3 or higher 
earthquake area. Poly tanks do not require even a sand base if the 
native soil is flat and level with no sticks and stones to poke the 
bottom. Steel tanks require a coating of potable water grade material 
(we used to use bitumastic paint in the old days!) like food grade epoxy 
to prevent pre-mature rusting, plastic should have a coating of latex 
paint on the top surfaces to prevent pre-mature oxidation. Norwesco is a 
good brand that's available thruought the US.
