Hi Kelly,
Yes the way you are doing it is what we do also.  The felt paper goes over the lower flashing at the top, and the flashing goes over the felt at the bottom.  The tile goes over the upper flashing at the top, and the flashing goes over the tile at the bottom.  Normally the tile is sawcut to have a notch where the standoff is.  We use lead flashing for the upper flashing on curved tile only, and straight glavanized flashing on flat tile.
