We have the same issue here. I am one of the board members of the Hawaii
Solar Energy Association (HSEA), and we currently don't have SEIA here.
Same issues: many folks are enjoying the fruits of the behind the scenes
work. But, in Hawaii, thermal is the ubiquitous thing on the roof, not pv.
Only with my becoming a board member about a year ago, has there been any
proclivity for change. These folks are thermal, thru and thru. PV has
generally taking the step child approach until recently. We only have a
$1750 tax credit for PV. We are looking to bump it to $5k. I wish we had
what you folks had, even though your system is going thru changes.
Ultimately, the Germany model must prevail. Performance based incentives
raise the bar and hold people accountable.
I personally feel compelled to express to all folks, the urgency in the form
of insurance- from a natural disaster to a hedge against oil price
fluctuations. The traders have been making a lot of $ on the emotion of
uncertainty this past year.

Hi Bob-O,

I agree with your sentiments regarding more work that should be done by
CalSEIA.  The problem is budget constraints.  It often costs well over $10k
to make CPUC filings and it appears that most filings relative to the CEC
will have to be made through the CPUC beginning this year.  I plead (would
even grovel) for more contractors, distributors and manufacturers to join
CalSEIA.  Currently utilities and other well funded anti-solar folks have
managed to delay any long-term certainty for the solar industry.  The
battles, subsequent filings and proceedings, seem endless, and attaining a
pro-solar regulatory environment unfortunately requires sustained lobbying.
It appears that long-term market certainty can be achieved by those who
fight for our behalf, such as CalSEIA, and sustained funding is required.
For those who desire strong solar markets, even those located outside of
California, I urge you to please consider joining CalSEIA and help fund a
worthwhile cause.
