For those of you closely following the outcome of my NiCd battery inquiry 
(yeah, right...), here's what I've found.

No discernable difference between the cells that were low on electrolyte 
and the cells that were adequately filled. After filling the cells with 
distilled water and exposing them to the same charge/discharge regime that 
the rest of the cells went through I can note no differences in cell 
voltage or capacity.

So, after sitting dead for 6 - 10 years, being frozen at least a couple of 
times and having the plates exposed to atmosphere for all that time, they 
came right back to full service life.

Why can't all products be this forgiving?
