"current-carrying" conductors [RE-wrenches]

For the purpose of determining the de-rated ampacity of "current-carrying"
conductors when putting four or more such conductors in a raceway or
conduit, I'm a bit unclear on whether the neutral wire is considered a
"current-carrying" conductor or not.  I read something not long ago where
the message seemed to be that in a 3-wire single phase (line, line, neutral)
the neutral is considered current-carrying while in a 3-phase 4-wire system,
the neutral is NOT considered current-carrying.  D'oh....

Any clarification from our esteemed master electricians would be
appreciated.
