I just finished a telephone call with CEC - here is the latest.
What they are telling me is that they are working hard to resolve
issues and making progress.
The List was updated at around noon today and will continue to be
updated frequently as issues are resolved.
I understood "frequently" to be in the time frame of daily or even more
often if possible and necessary.
(Possibly again later today but clearly there is no need to update if
nothing changes)
 
Reservations placed in April will be processed using the "post dust
settling" values which should be up on the List on Monday April 25th. 
As I understand it this means that reservations placed now will be
evaluated with the data on the list as of April 25th.
In virtually all cases ( I can not speak for all manufacturers) I would
expect that will improve.
I say improve because CEC is taking the most conservative
interpretation of the data while they wait for clarification or new test
data.
Manufacturers will be given about three weeks to provide the
clarifications or new test data.
After that the list will be updated less frequently as things begin
return to normal.
