As a kind of a follow up on my last message, here is what I think is a 
perfect example at the local level.

We are currently in the process of getting a new store and warehouse built 
in Flagstaff AZ. The city has a constant water shortage, and publicy pushes 
for Xeriscape and/or no landscaping that uses water.

Yet one of the requirements for this new building is that we plant about 100 
trees, with an estimated water usage of around a million gallons per year - 
more in a dry year. The same city that hands out rain barrels to city 
residents to save water is requiring us to use as much water as 40+ typical 
homes.
