These third party agreements fall under the larger issue of 'performance 
contracting '. A google search for 'solar performance contracting ' gave all 
kinds of info. Many states have developed specific legislation for 
implementing these contracts on state facilities,as they can get quite 
complicated.
Perhaps we can have a thorough discussion of this approach on the RE-markets 
list.
