new wire for array wiring? [RE-wrenches]

Colleagues:
I can't fault an inspector for red-tagging high voltage wiring running
along a ridge top, unprotected by conduit. This seems way too
dangerous. Roofing is abrasive, right? People walk on roofs, right? How
long until this wiring insulation wears through?
Just my humble opinion.
