I just got off the phone with the ceo at scaleblaster 
http://www.scaleblaster.com/
He has equipment from small <1.5" pipe up to 26" pipe and is marketing 
to residential  and commercial hydronics markets. He will sell direct, 
and has several levels of discounts. The small unit draws 200mA and is 
120 VAC. UL listed outdoor rated and retails for ~$500.
