Bob,

This is pretty much the experience I had trying to do a wind project in
Jamaica.

But, and I probably shouldn't say this in public, there seems to be a
connectable relation between personal enrichment of certain officials and
the possibility of accomplishing certain goals in many parts of the world.
This seems to happen at many levels in many different societies, and it is a
little foreign to people from Western cultures trying to understand the
"rules".

Thanks, that is what I expected, they smile and cheerfully let you go on
your merry way to nowhere! I have not dealt with the power company but can
tell some stories about the phone company!

I am friendly with the fellow who runs the power company on the island. I
didn't want to get into the can of worms but he personally is positive
towards the process from what I have learned in past conversations. Just
didn't want to put him in a corner, so to speak. We have never discussed net
metering, just wind and solar in general.

I might call him just for the hell of it, but don't expect any forward
motion.

Bob,
Unfortunately it is not, I'm not aware of a single Caribbean nation that
allows it. For the most part this is due to government owned utilities that
also control legislation (what a deal! But not completely unlike the good
'ol US of A). I've tried to work with a couple utilities down there on
"special demo projects" but only to be humored long enough to waste my time
and get nowhere.
