People are doing this stuff.  They often don't provide simple answers 
and they don't get much thanks.

A few years ago I applied for UK government funding to do independent 
testing.  A guy came to visit me from the south of England and spent 
what seemed to me at the time a lot of money on travelling, just to 
tell me there was not a big enough industry to support this testing. 
He would have given me k$s to do a market survey to investigate the 
size of the industry.  Nothing for testing.  I am not a market 
researcher nor want to be particularly.

For a while in the USA year 2000, there was a discussion group 
awea-performance-stds set up to try to bring manufacturers together. 
I think it failed to achieve a consensus.

It is not a good situation where a manufacturer is forced to 
exaggerate performance or die in the market place because there is 
nothing to show up the fact that the competition is all being a bit 
sanguine with the data.  We need some reality in the wind business 
quite badly.  Then we can start to sell products that work.
