Where do I start?  

The OutBack MX60 includes a built-in AUX output that can be used to 
control a diversion load.  The on-off time delay can be adjusted - if it 
is set to zero then the output is able to operate as a "PWM" type 
diversion control - the switching frequency is about 300 Hz (I think) 
which is similar to the C40 - slow enough to not cause interference but 
fast enought to not cause other problems with battery ripple.  

This diversion AUX output is automatically coordinated with the three 
stage operation of the MX60 which can be used simultaneously with a PV 
array to step-down and control. The diversion, therefore, is even 
temperature compensated if the RTS (remote temp sensor) is added.  The 
wind turbine would simply be connected to the battery directly (through 
an appropriate overcurrent / disconnect / shorting shutdown switch).  

The only problem with this is that we have not (yet) selected a solid 
state PWM device to actually control the DC power to the dump load.  I 
have talked with a few people who have made there own up,  used some 
expensive off-the-shelf devices and even one guy who is using a solid 
state relay to switch the AC output of the inverter to a water heater - 
which all worked fine.  

I would advise keeping the wind turbine's diversion system as a back-up 
for redundancy however - although if you have more than one MX60 you 
could use two AUX outputs to multiple load banks as well to provide 
this.  

I think the goal here needs to be not overly complicating the system - 
simple is better when your dealing with customer systems in my opinion.
