If you are using an Outback system, is there a reason you are installing a 
transfer switch? The capability is built into the Outback.

Regarding future utility feed to the site:  If you wish to run the entire 
400 amps through the transfer switch, then yes, it has to be rated for 400 
amps.  This scenario seems very unlikely, however.  My suggestions:

1. Skip the transfer switch for now.
2. If grid power will inevitably come to the site, leave physical space for 
the transfer switch and means to plumb it into the system.
3. When grid arrives, size the transfer switch to the critical loads plus 
some headroom for battery charging.  Feed it off the 400 amp main with a 
breaker sized for the transfer switch.  The remainder of the 400 amps can 
feed a non-critical load panel.
4. Place the critical and non-critical load centers next to each other with 
a generous nipple between them.  If the client changes their mind about 
what is critical and what is not, the branch circuits can easily be relocated.

I seem to recall Outback has some scheme to tell the inverters they are 
being fed by grid versus a generator.  Make sure you understand this 
completely.  I've not used this specific system yet.
