Hi Chris,
The systems monitored in southern california were transmitting from the 
DC drops from the PV panels. I suppose that if the drops were trimmed to 
a harmonic of the step frequency they might transmit very nicely. Your 
Ham  guys will know the setup to test for this. I am recommending the 
drops from the modules to inverter be run in metallic tubing to minimize 
RF transmission.
