Many thanks Bob for picking this up (again). This is a real problem.. 
Currently I'm struggling with PG&E and their stupid "VLD shall be within 10 ft of the 
main service disco" requirement. Much useless cost and grief to the customer, 
when we are denied the use of a prefectlly functional sub panel and must 
trench to the main.
