Much lower. Fluorescent lights use 18-30% as much energy as equal
light output incandescent sources. That's running power. The startup
power is controlled and limited by the ballast for fluorescent lights; not
so for incandescent. A cold incandescent filament has low resistance;
when first turned on, there is a current surge as the filament rises up
to temperature. The only potential tradeoff with fluorescent can be
power quality----ballasts that lack power factor correction (particularly
electronic) can have low power factor and high harmonic distortion.
PFC is now common or perhaps even standard in many categories
of fluorescent. But all in all, I'd happily take the 75% power reduction
even with (the potentially) high harmonic currents and a PF of 0.58.
