Independently generated PV will always on another team as far as utilities 
are concerened. We should give up any idea that we can work with them. This is 
indeed a paradigm war. It makes no sense to make nice with those who are trying 
to destroy you. By the way , I used to think there was a difference between 
munis and IOus. I don't think so now.
