 This statement is not true for residential customers.
Residential meters only read real power and not KVARs.
A poor power factor at a residance does increase
losses in wiring however wiring losses are normally so
small that you can double them(PF .5) and still end up
with small. 

 PF of .5 would be horribly bad and uncommen in a
residence unless your load consisted entirely of
UNLOADED motors running (why), or non PFC florresent
ballasts

 Industrial and large commercial users do pay a
penalty for poor power factor, and often correct it on
site with capacitor banks.
