Fellow Wrenches,

Recently while I was investigating how other states have implemented their
funded RE programs, one of the equipment providers pointed out that _ all_
these funded programs are a result of fines from utility rate overcharges. 

That is precisely how the funding was obtained for the current solar
schools program here in Missouri (reportedly the state with  the most
regressive RE rules in the nation). 

Can anyone confirm that _any_ funded program in any state gets its money
from other than  on the backs of the overcharged utility rate payer base?
