Acid spill [RE-wrenches]

Colleagues:

A client had 12 IBE jacketed batteries fall over in an earthquake.  He did 
nothing to neutralize the acid, so it has been soaking into the concrete 
and into the sill plates on his framing since 12-22.

I worry that the acid will continue attacking the concrete, wood and the 
new batteries for time to come.  Other than baking soda, how does one treat 
this kind of spill?  When I treated with baking soda, there was no reaction 
until I sprinkled with water.  Then it made a disgusting gray paste.  Is 
this toxic?

Any advice on dealing with this mess is appreciated.
